Looks like a little person with a handicap.
And strange tastes in hats.
Maybe the person actually thinks they are a gnome and dresses up like one and goes out at night pretending to be one. I think if I grew up small and knowing about tales of gnomes I might think I was one if I lived a secluded life.

I knew the Travelocity gnome was in Argentina lately

Hell I would have thrown a rock at it if it was throwing a rock at me. Seriously though why did they not take a closer look? I would understand if it was one person seeing that gnome, but there were 3 people in the video more than enough to handle a gnome with an attitude problem.

I've watched it a few times and now it's looking an awfully lot like a person with shoes on their knees holding a doll. It looks like they are moving sideways to hide the rest of their legs and I see what looks like the dolls arm dangling and a head behind the doll.
I posted that on a youtube movie to see if anyone else sees it that way.
